Cotter joined the Munster Rugby Academy at the start of the 2010/11 season, and after completing his second year earned a development contract for season 2012/13. At the end of September 2012 he went on loan to London Irish for 3 games and in November played with Bath RFC against Harlequins. He made his B&I Cup Debut in 2011/12 coming on against Neath, and played more of a prominent role in 2012/13 featuring in seven games.
