Former All Blacks Captain Graham Mourie has been appointed the Independent chair of the NZR Board

The first step in the New Zealand Rugby (NZR) Board appointment process has now been completed with the formation of the Stakeholder Panel (the Panel). 

The initial seven-member Panel has appointed former All Blacks Captain Graham Mourie as the Independent Chair, and formally invited the NZ Schools Rugby Union and the NZ Rugby Foundation to join by appointing representatives, which they have done.

The Panel has met twice over the past ten days and is committed to working through responsibilities around the appointment process and the provision of stakeholder perspectives to the NZR Board. 

Members of the Panel are aligned in their role, and see the ability for stakeholders to contribute in this way to be a positive evolution of NZR’s governance process.  

The members of the Panel are:


  • Graham Mourie (Independent Chair)
  • Anne- Marie Jackson (NZ Māori Rugby Board)
  • Pauline-Jean Luyten (Tausoa Fa’atasi, Pasifika Advisory Group)
  • Kate Daly (Provincial Unions)
  • Corey Kennett (Provincial Unions)
  • Gerard Van Tilborg (Provincial Unions)
  • Garry Chronican (NZ Schools Rugby Union)
  • Rob Nichol (NZRPA)
  • Grant Jarrold (Super Rugby Clubs)
  • Andrew Golightly (NZ Rugby Foundation)

The Panel has also now completed  the next step in the NZR Board appointment process, which was to review the Skills & Competencies Framework, and its feedback has been provided to the Board. 

The next task for the Panel is to appoint three people to the six person Appointments and Remunerations Panel within the next fortnight.

NZR can also confirm that the recruitment process has commenced for Board appointments and is led by the highly-respected recruitment company Sheffield.
