A decorated player in both XVs and sevens, Fleetwood was part of the 2014 World Cup-winning squad and also represented England at the 2017 World Cup as well as securing bronze at the 2018 Commonwealth Games with sevens.
Having made her debut against the USA in the 2011 Women’s Nations Cup, the 33-year-old retires on 82 caps, earning five Six Nations titles including four Grand Slams.
Domestically, Fleetwood represented Lichfield before joining Saracens after the World Cup in 2014 where she has plyed her club trade since.
In her first season, she lifted the then Women’s Premiership trophy and has won the Premier 15s title on two occasions.
Fleetwood said: “My rugby career has been an incredible journey and has given me memories that will last forever. Being part of the Red Roses is something special and I’m proud that I got to wear the white shirt on so many occasions.
“Rugby has given me so much to be thankful for, and I’ve met some amazing people along the way.
"Although it’s time to step away from playing, I will continue to stay in the game through my coaching; something which I’m very passionate about.”
