Making the South Western Districts U18 team in 2011, the Oudtshoorn High pupil then went on gain selection for South African Schools team in the same year. Picked up by the Lions in 2012, Williams quickly established himself in the U19 Currie Cup team, with strong performances earning the scrumhalf a promotion to the Lions Vodacom Cup team. Percy then represented South Africa at the 2013 IRB Junior World Championship.
