Blacker joined the Pontypridd squad as one of the Blues Academy allocation for the 2016 - 2017 season.
In January 2017, he was added to Wales U20 side that would compete at the 2017 U20 Six Nations tournament.
In September 2017, Cardiff Blues academy scrum-half joined Dragons on a short-term loan.
Two years later he joined Pro14 outfit Scarlets.
