Whitehouse has come through the ranks at the Welsh Rugby Union, having started his refereeing career at the age of 19 during the 2009/10 season.

Sharpening his officiating skills at the Welsh Rugby Union referees academy in 2013, he was selected for the 2014 Junior World Rugby Trophy tournament in Hong Kong and went on to referee the final between Tonga U20 and Japan U20.

The following year would see him referee his first senior professional game with Connacht v Zebre during the 2014/15 Pro12 season.

His international debut would soon follow when he took charge of Belgium v Sweden during the 2014/16 European Nations Cup Division 1B season.

Whitehouse became a regular appointment at Pro12 level after signing a professional referee's contract with the WRU in June 2015.

His career highlights include officiating in the Challenge and Champions Cup, the second and third test of Ireland's 2016 tour of South Africa, as well as taking charge of the World Cup Qualifier between the United States and Canada in Hamilton, Ontario, Canada in 2017.

He was named as the second assistant referee in Italy v Scotland's 2020 Six Nations clash in February.
