Was Liam Williams lucky not to be sent off against Italy?

Fullback Liam Williams lasted just 19 minutes of Wales' final Autumn Nations Cup match on Saturday.
Williams was forced off the pitch injured and he may have been lucky not to be given his marching orders even earlier.
The outside back flew into a ruck shortly before going off where he smashed into Carlo Canna. Williams' shoulder hit Canna in the head and the Italian received some treatment thereafter.
Pascal Gauzere looked at this as TMO and deemed Liam Williams clean as legal....very strange. pic.twitter.com/BuWkB5mcVG

Williams went on to set up Wales' second try before he was forced off the pitch injured.
HOW TWITTER REACTED:
Looks dodgy from Liam Williams that. Cant see how that isn't contact to the head.

Surprised that Liam Williams wasn't in trouble there. #WALvITA

FFS, how is that not a card for Liam Williams? Elbow to the face, draws blood & knocks out a contact lens.

What a load of bollocks! #WALvITA
That’s not the first time I’ve winced at a Liam Williams clear out this Autumn #WALvITA

Liam Williams' clean-out on Canna doesn't seem all that different to the yellows in the earlier Australia v Argentina game. #WALvITA

Liam Williams lucky to get away without a card. #WALvITA

Confused as to why Liam Williams “clear out” is any different from the 2 that resulted in yellow cards in the Aus v Arg game this morning!?
