The two sides have met seven times overall, with France winning six of those including a 41-14 victory in the 2003 Rugby World Cup. USA's only victory came all the way back in the 1924 Olympic Final when they won 17-3.
Louis Picamoles will appear in his ninth World Cup match and will earn his 81st cap in total but for the first time he is named captain of Les Bleus.
Gael Fickou earns his 50th cap for France against USA. He was player-of-the-match versus Argentina in the opener for France. Well-known as being the youngest French player to play in the Six Nations in the professional era.
Three points will move MacGinty into third place for top USA points scorers at Rugby World Cups. He has 27 RWC points and seven more will take him past Chris Wyles into second spot behind Mike Hercus (2003 and 2007, 77 points).
Joe Taufetee has scored 20 tries in 24 appearances for the Eagles, including 18 in 17 starts. Only wing Vaea Antoni (26 tries, 1992-2000) has scored more international tries than Taufetee for USA.
The United States have made five changes to the starting XV against England, with Eric Fry and Nate Brakeley coming from outside the match-day 23 to replace David Ainuu (injured and left the squad) and Ben Landry.
